The mass-retrofitting of an energy efficient low carbon dioxide zone
  This paper offers a case-study analysis of a recent attempt to reduce energy consumption and the associated levels of carbon dioxide emissions by way of and through what has been termed ‘an active and integrated institutional arrangement’. It involves a mass retrofit proposal that is active and integrated through an urban regeneration strategy, whose vision, master plan, programme of renewal and redevelopment scheme, is capable of transforming the residential property of suburban housing estates into energy efficient, low carbon dioxide zones. The paper will also serve to highlight the type of baseline assessments needed to legitimate, not only the strategic value of such arrangements, but their practical worth as measures able to meet the standards of environmental sustainability required under the 2008 UK climate bill.
