Abstract/Description

This paper presents research undertaken into the use of Internet Based Technologies (IBTs) by Members of the Scottish Parliament (MSPs). It is based on research findings from a survey of MSPs conducted in Spring 2002. The survey examines MSPs experiences of, use, and attitudes towards IBTs. IBT applications assessed include the World Wide Web, Email, personal homepages and newsgroups. The paper also explores the extent to which the use of IBTs underpin traditional political and parliamentary practices and procedures, albeit in a newly established Parliament, or whether their use is fundamental to the design of new parliamentary activities. Ultimately, the paper will consider whether a Parliament created in the information age is designed for the information age.
